The correct answer is not as simple as it might seem.

Cabinets are installed after the finished floor. The floor covering will be cut to size and almost butted against the cabinets. There is one exception to this rule see below.
If they want to change flooring at a later date you dont have to remove the cabinets. Those are all good reasons to lay a kitchen floor after the cabinets are in. If these are done at separate times due to budget reasons this may need to be done differently.
For this reason some experts recommend installing wood floors after you finish your cabinets. There is nothing really wrong with putting the floor in after the cabinets however. All you have to do is pull the kick off remove the old floor covering install the new flooring then put the kick back.
Generally it is much better to install the hardwood floors before the kitchen cabinets. New tiles can be added to tile flooring but hardwood flooring that has been under. Floor covering or finish flooring is the surface that you see and walk on not the sub floor and not an underlayment.
